Simplified discovery of rst2* name suffix.

Moved '.py' suffix detection for 'rst2*' programs from 'tmkproject.sh' ...

to the 'makefile' skeleton.  This ensure the check is performed on
every run of 'make' not just when the project is initially created.

Fixed problem that prevented WHATSNEW.txt from going into the release tarball.

Changed 'makefile' template so that "WHATSNEW.txt" only gets created ...

when doing releases.

Added logic to autodetect whether the Restructured Text installation uses ...

the ".py" suffix for the "rst2*" programs.  This is not consistent across
platforms and thus has to be handled for portability.

Removed 'flip' conversion from docs target.
