version bump to 1.316 - fix how git id gets embedded by makefile

push after release to ensure that the WHATSNEW.txt file gets preserved

fix Id string in master rst file when releasing

finish -i documentation, reorg release tarball to separate docs, fix copyright date everywhere

fix the version target in makefile

replace remaining cvs operations with git equivalents

further conversion to git version management

Updated html and latex generation with latest options.

Removed 'setup.py' from release build. It is not needed.

Migrated to CVS and updated makefile to latest template.
