Broke Internal Program Variables and User-Settable Options into two separate Help menus to keep them reasonable length. Internal Program Variables are now sorted in both debug output and in the Help menu. Added username to titlebar if we can get it. Restructured win32all imports slightly to make the mechanism more general.
